Barq Al Mustaqbal Co. is hiring a qualified and experienced HSE Engineer for its NWC Infrastructure Project in Al Ahsa, Saudi Arabia.

Job Summary

The selected candidate will be responsible for implementing and monitoring the Project HSE Management System, ensuring compliance with NWC requirements, Saudi regulations, project specifications, and applicable international HSE standards. The role requires strong site supervision, reporting, coordination, and leadership skills to maintain a safe working environment across all project activities.

Key Responsibilities

Develop, implement, and monitor the Project HSE Management System.

Ensure full compliance with NWC HSE requirements, project specifications, Saudi regulations, and international HSE standards.

Conduct regular site inspections to identify hazards, unsafe conditions, and unsafe practices.

Prepare and review Risk Assessments, Job Safety Analysis (JSA), and Toolbox Talks.

Investigate incidents, accidents, and near misses, and ensure proper corrective and preventive actions are implemented.

Monitor contractors and subcontractors to ensure HSE compliance at site.

Maintain HSE documentation, inspection records, reports, registers, and related logs.

Conduct HSE trainings, awareness sessions, Toolbox Talks, and emergency response drills.

Ensure proper use of Personal Protective Equipment (PPE) by all site personnel.

Coordinate with NWC representatives, consultants, contractors, and project teams on all HSE-related matters.

Requirements

Bachelor’s Degree in Engineering, Occupational Health & Safety, or a related field.

Minimum 7 years of HSE experience in construction and infrastructure projects.

Previous experience in NWC projects is required.

Strong knowledge of Saudi HSE regulations, NWC requirements, and international HSE standards.

Experience in incident investigation, risk assessment, site inspection, and HSE reporting.

Excellent communication, leadership, documentation, and reporting skills.

Proficiency in Microsoft Office.

NWC Scope of Work Experience

Candidates should have experience in one or more of the following areas:

Water transmission and distribution networks.

Water pipeline installation and connection works.

HDPE, DI, and steel pipeline works.

Pumping stations.

Water reservoirs and storage tanks.

Valve chambers and associated appurtenances.

Hydrostatic testing, flushing, and disinfection.

Testing, commissioning, and project handover.

Compliance with NWC specifications, standards, and HSE requirements.

Coordination with NWC inspectors, consultants, and project stakeholders.

Mandatory Requirements

Valid transferable Iqama.

Saudi Council of Engineers (SCE) registration is mandatory.

NEBOSH IGC certification is preferred.

OSHA certification is preferred.
