The preparation of a Safety Case or COMAH Study Report is one of the most important process safety deliverables for EPC-phase projects in oil and gas, petrochemical, offshore, energy, and other high-hazard industries.

For onshore COMAH establishments and offshore installations operating under UK HSE requirements, Safety Case documentation is a legal and technical requirement under the COMAH Regulations 2015 and the Offshore Installations Safety Case Regulations 2015.

A properly developed Safety Case demonstrates that:

• Major Accident Hazards have been systematically identified and assessed
• Suitable engineering and operational controls have been implemented
• Major accident risks have been reduced to As Low As Reasonably Practicable
• Safety Critical Elements have been identified and managed
• Performance Standards are established for critical safety systems
• Process safety studies are integrated into the engineering design

During the EPC phase, Safety Case preparation must be closely coordinated with engineering design activities, hazard studies, project risk assessments, and the developing Safety Management System.

The Major Accident Hazard Register should be developed using findings from HAZID, HAZOP, Bowtie Analysis, QRA, FERA, EERA, ESSA, and other supporting safety studies. Safety Critical Elements must also be identified and assigned measurable Performance Standards to prevent gaps in design, operation, inspection, testing, and maintenance.
